At today’s (Sep. 25) joint review meeting for the “Action Plan for Accelerated Investment by SMEs,” the InvesTaiwan Service Center approved seven additional SMEs to expand their investments in Taiwan, with total investment reaching NTD 2.6 billion. The companies include Hao Li Hui Industrial, Jing Han Technology, Tong Quan Industrial, Taiwan Agricultural Biotechnology, Jing He Technology, HANTECH BIO-TECH, and Guang San Seafood.

To date, 58 joint review meetings have been held under the “Action Plan for Accelerated Investment by SMEs,” approving investments of approximately NTD 161.7 billion from 381 SMEs and creating 15,832 domestic employment opportunities. Overall, the three major InvesTaiwan programs have attracted approximately NTD 1.1181 trillion in investment from 670 companies and are expected to create 93,668 domestic jobs. Another 40 companies are currently awaiting review.

Hao Li Hui Industrial specializes in the manufacturing of angle heads, turning and milling tool holders, B-axis turning and milling heads, U-axis boring heads, vises, and fixtures. Its products are marketed internationally under its own “HOLD WELL” brand, while the company also provides OEM and ODM services to well-known manufacturers in Switzerland, Japan, and Germany. Its production technology is comparable to leading European and Japanese brands. The company has invested heavily in R&D and new product development for many years and has obtained invention patents in multiple countries.

To develop high-precision, high-rigidity five-axis turning and milling heads that meet aerospace machining requirements, while entering higher-value automotive and medical industry supply chains, the company plans to invest NTD 800 million in a new facility at Central Taiwan Science Park. It will also introduce advanced smart and flexible manufacturing equipment integrating 5G, AGV, and MES technologies, while investing in IIoT integration R&D, with the goal of becoming one of Taiwan’s hidden champion enterprises.

Jing Han Technology primarily provides semiconductor equipment services, including equipment trading, leasing, refurbishment, and modification. It supplies production equipment and components to major customers including Formosa Advanced Technologies, GATE Semiconductor, Siliconware Precision Industries, and King Yuan Electronics. The company is also actively engaged in R&D for critical semiconductor components, including engineering research related to tungsten chemical vapor deposition equipment.

To accelerate its global market expansion, the company plans to recruit 25 high-tech professionals in Taiwan and invest more than NTD 100 million to establish a smart factory in Hukou Township, Hsinchu. The facility will introduce smart machinery, a dedicated ERP system, and an MES system, contributing to the international competitiveness of Taiwan’s semiconductor industry.

Tong Quan Industrial is a coating and water transfer printing processor with more than 20 years of experience. Its technologies are applicable to 3D objects, various materials, and irregular surfaces, and are commonly used in the automotive, motorcycle, hand tool, home furnishing, health, and leisure industries. Its products and services are marketed to Japan, Europe, the United States, and other international markets.

As its existing production capacity has reached full utilization, the company plans to invest more than NTD 100 million in its Changhua Coastal Industrial Park facility to establish smart production lines and vertical automated warehousing systems, while introducing PMS and CIO systems. In the future, customers will be able to transmit product data through cloud technology. After materials are prepared using 3D scanning and 3D printing, water transfer printing can be carried out, improving production scale and efficiency and strengthening competitiveness in both domestic and overseas markets. The investment is expected to create 12 jobs in Taiwan.

Taiwan Agricultural Biotechnology focuses on fertilizer production and import and export operations, with products mainly used in agricultural applications. The company also develops sustainable agricultural materials. Its main products include high-efficiency compound fertilizers, organic fertilizers, organic compound fertilizers, biofertilizers, and agricultural materials exempt from registration.

To help Taiwanese farmers reduce their use of chemical fertilizers and transition toward more environmentally friendly farming methods, while also developing fertilizers for Muslim markets and expanding into New Southbound Policy markets, the company plans to invest approximately NTD 100 million in new facilities at Pingtung Industrial Park and the Agricultural Biotechnology Park. Smart production equipment will be introduced to replace manual fertilizer stacking, reducing operational risks, improving production efficiency, and balancing production output with environmental sustainability. The project is expected to create 15 jobs in Taiwan.

Jing He Technology primarily supplies ultra-high-purity gases, chemicals, and specialty gas delivery systems for the semiconductor, solar, LCD, and LED industries. In addition to serving domestic customers, the company exports to China, Singapore, Thailand, Vietnam, and the United States, with customers including well-known international semiconductor manufacturers.

In preparation for future 3 nm semiconductor production and growing demand for electronic-grade CO2, food-grade N2O, and HCl, the company plans to recruit 50 employees in Taiwan and invest more than NTD 600 million in a new facility in Douliu City, Yunlin. The facility will introduce smart production systems, including connected equipment monitoring and gas cylinder management systems. The company aims to become Taiwan’s leading specialty gas supplier and provide products that industries can rely on.
